Senate lawmakers reviewed a package of agreements between Kazakhstan and Macedonia

At it, the lawmakers reviewed international agreements aimed at strengthening legal co-operation between Kazakhstan and Macedonia. During the meeting, the report was made by the country's first deputy public prosecutor, Berik Asilov.


Thus, the senators discussed the draft law "On ratification of the Agreement between the Republic of Kazakhstan and the Republic of Macedonia on mutual legal assistance in criminal matters." It defines the conditions and procedure for providing legal aid and the grounds for refusal, said Senator Riskali Abdikerov.


The deputies of the Senate also considered the draft law "On ratification of the Agreement between the Republic of Kazakhstan and the Republic of Macedonia on the transfer of convicts". In his speech, Senator Sultanbek Makezhanov said that according to the Agreement, the transfer of a convicted person is done if the person is convicted of a crime that is a crime in both countries. At the same time, it is important that the court decision regarding the convicted person is final and the length of service is at least six months. In addition, both parties, as well as the convicted person, must agree to the transfer.


The senators also discussed the draft law "On Ratification of the Agreement between the Republic of Kazakhstan and the Republic of Macedonia on Extradition of Persons". The document allows the parties to extradite persons who want the competent authorities of the two countries to prosecute or execute a court sentence - this was stated in his speech by Senator Nurlan Beknazarov.


Summing up the results of the extended meeting of the Committee, its chairman Vladimir Volkov noted that over the years of independence, Kazakhstan has already concluded such agreements on a bilateral basis with almost 30 countries and is a party to a number of multilateral agreements. The importance and necessity of this practice is related to the fact that economic, cultural, economic, business and other interstate relations are growing every year, the senator summarizes.


"Citizens who are abroad are in different life situations and, unfortunately, not only in joy. It is in these cases that the provisions of the Agreements are designed to enable the implementation of paragraph 2 of Article 11 of the Constitution of the Republic of Kazakhstan, which guarantees protection and patronage of citizens outside its borders. One form of such guarantee is legal aid in criminal cases. Currently, according to official statistics, as of April 1 this year, 922 citizens of the Republic of Kazakhstan are serving sentences in foreign countries. "Everyone, without exception, needs legal assistance," Vladimir Volkov said in his speech.
